I NEED HELP WITH A COMPUTER GAME!!!!!?

ok so i was playing sims 2 for my pc. then i saw all these cheats. i want to use them but idk how. like i press ctr-shft-c and type it in but the i press enter and it does nothing. HELP! how do i use cheats????????
