Image editor that can cut and paste easily?

What I'm trying to do is cut cartoon characters out of one pic and paste them onto an actual photo to make it look like real people interacting with them. A friend had a free program that recognized the outline of each character or actual person and made it effortless. Hand drawing around each one is way too tedious. Any ideas?
