Explain the tone of this extract from Northanger Abbey...?

Sarcastic. As in, since novels are not collections of great works, old writing long since praised, and have come from the imagination of only one recent mind, they don't have the acclaim of ages, 'only' genius, wit and taste' :) Why would writing need anything else but genius , wit and taste? So, sarcasm.
