I saw a commercial on tv about keeping off air tv free. What is it about?

Network tv execs are claiming that they don't make much money off ads anymore because fewer people watch network tv, many use the internet for tv and most use pay cable or satellite. So the networks are wanting to start charging everyone for their channels. Over time it will probably happen, but it's a long way off.
