Why can only certain pokemon use certain TMs and HMs?

I'm on my Pokemon Diamond game and it's getting kind of annoying because my Prinplup is the only one that can use TMs and HMs and FINALLY it let me use my Shinx for flash. What allows certain pokemon to use certain TMs and HMs?
